4. Minutes of the Joint Meeting by the representatives of successor
States dated 29/10/12014.
5. G.O.Ms.No.43, Energy (Pr.III) Dept, dated 07/11/2014.

O R D E R:-
In pursuance of schedule 12 (C) (3) the Andhra Pradesh Reorganization
Act, 2014, orders have been issued vide reference 3rd read
above, constituting separate Electricity Regulatory Commission for Andhra
Pradesh State as “Andhra Pradesh Electricity Regulatory Commission”.
Telangana State also constituted a separate Electricity Regulatory
Commission for Telangana State vide reference 2nd read above.
2. Consequent to constitution of separate Electricity Regulatory
Commissions, for both the successor States, provisional allotment of
employees of Joint Electricity Regulatory Commission need to be done as per
section 64 of A.P. Re-organization Act. In this connection, a joint meeting has
been convened by representatives of both successor States with the Principal
Secretary/FAC to Government, Energy Department, Government of
Telangana, the Secretary/FAC to Government, Energy Department,
Government of Andhra Pradesh, the Managing Director, APGENCO &
Chairman and Managing Director/FAC, APTRANSCO and the Chairman and
Managing Director TSGENCO & Chairman and Managing Director/ FAC,
TSTRANSCO on 29/10/2014 and discussed issue relating to provisional
allotment of employees to the two newly formed State Electricity Regulatory
Commissions. The details of mutually agreed terms have been recorded in
joint meeting held on 29/10/2014.
3. Government, after careful consideration of the said minutes of the
Joint meeting of representatives of both the States, issue the following
provisional guidelines in respect of employees for smooth functioning of the
Commission:
Personnel;
a) As per the list of regular employees enclosed (Annexure) 22 employees
are natives of Andhra Pradesh while 16 employees belong to Telangana
and 3 employees belong to other States. It was agreed that provisionally,
the Andhra Pradesh nativity employees will report to APERC, while
Telangana nativity and other State employees will report to TSERC;
b) All deputationists are to be repatriated to their respective departments
latest by 03/11/2014;
c) There are 2 contract employees of Andhra Pradesh State nativity and they
will report to APERC;
d) Vidyut Ombudsman:
Mr.C.Ramakrishna, Director (Admn) presently working as Vidyut
Ombudsman on deputation will continue to work as Vidyut Ombudsman
for both the State of Andhra Pradesh and Telangana till further orders are
issued by a Joint decision of both the ERCs.
4. The Commission Secretary, Andhra Pradesh Electricity Regulatory
Commission shall take further necessary action accordingly in the matter.
