ORDER:
 In the reference 1st read above, Government have issued orders to provide the Group Insurance Scheme Cover only in cases of deaths or disabilities of police personnel upto the rank of Deputy Superintendent of Police caused during the course of anti- naxalite and anti-decoity operations and in tackling anti-social activities.

2. In the letter 2nd read above, the Director General of Police, Andhra Pradesh, Hyderabad has stated that according to the above said Scheme, the Insurance Policy is taken group-wise for various ranks and the policy is issued on yearly basis on the basis of ranks. The total number of employees covered in each rank is furnished to the Insurance Company and the variation in the number of employees is also intimated to
the Company from time to time. The premium is being charged according to the strength of the force and the existing policy for the year 2013-14 was purchased from
M/s New India Assurance Company Limited, Hyderabad, which will be expiring at 11.59 P.M on 01.12.2014. For the current year, the Andhra Pradesh Police Department
needs an attractive insurance policy for 70,435 i.e., 58,372 men and officers of all ranks + 12,063 Home Guards for a period of one year from 00.00 hrs on 02.12.2014 at to 24.00 hrs 01.12.2015. During this year, as a special feature, it has been decided to extend the Insurance Coverage to the Home Guards as well trainee policemen. The trainee policemen had been included in the scheme in the previous year, but became eligible for benefits, under the Insurance Policy, only on completion of training. 

3. The Director General of Police, Andhra Pradesh, Hyderabad has decided, as a welfare measure to secure the regular Insurance cover for all the Home Guards, as the
Home Guards work shoulder to shoulder with policemen and the services of the Home Guards are being utilized for patrolling, beats etc. The Insurance amount in case of
death will be Rs. 2.50 lakhs for each Home Guard. The total strength of Home Guards, i.e., 12,063 will be covered under the scheme, starting from December, 2014. Home Guards is a voluntary organization. The Government approval, for Group Personnel Accident Insurance facility for the Home Guards is sought, purely as a welfare measure and shall in no way modify their service conditions.

4. The Director General of Police, Andhra Pradesh, Hyderabad has requested the Government, to issue separate Insurance to the 12,063 Home Guards covered under the
Group Personnel Accident Insurance Policy and their respective strength particulars and the scope of Insurance Coverage for them for the period from 02.12.2014 to
01.12.2015.

5. After careful examination of the matter, Government hereby decided to accept the proposal of the Director General of Police, Andhra Pradesh, Hyderabad for sanctioning of Group Personnel Accident Insurance Policy premium for the year 2014-15 to the Police Personnel and extending this coverage to all the 12,063 Home Guards with an additional budget of Rs.18,25,000/- P.A. as indicated below:

1. Death Claim                          - Rs.2.50 lakh
2. Permanent incapacitation - 100% of sum assured.
3. Partial Injuries                     - % of compensation as assessed                                                         by a panel of doctors including                                                         the Police Medical Officer and                                                         the panel doctor of the                                                                       Insurance Company.

6. The Director General of Police, Andhra Pradesh, Hyderabad shall take action in the matter accordingly.

7. This order issues with the concurrence of Finance (EBS.VI) Department vide their U.O.No.10212/EBS.VI/2014, dt.24.11.2014.
