Minister of State (Independent Charge) for Skill Development & Entrepreneurship Shri Rajiv Pratap Rudy has said that the objectives of the PMKVY are:

·         Enable and mobilize a large number of Indian youth to take up skill training and become employable and earn their livelihood.

·         Increase productivity of the existing workforce and align the training and certificate to the needs of the country.

·         Encourage standardization in the certification process and initiate a process of creating a registry of skills.

·         Provide Monetary Awards for Skill Certification to boost employability and productivity of youth by incentivizing them for skill trainings.




In a written reply in the Rajya Sabha today Shri Rudy said, as on 22nd July, 2015 the 25 participating SSCs enrolled 2.12 lakh candidates and have already affiliated more than 712 trainings partners and approved 5,176 training centres.  The candidates have been enrolled for 201 job roles in 29 states and 4 Union Territories.



            He said, the scheme targets to benefit 24 lakh persons with training of 14 lakh fresh entrants and certification of 10 lakh persons under Recognition of Prior Learning (RPL). The total outlay of PMKVY is Rs.1500 crore. Under PMKVY funds are not released to States but to the National Skill development Corporation which is the implementing agency for PMKVY. So far, Rs. 435 crore have been released to National Skill Development Corporation (NSDC) for the scheme.



            The Minister said, there are guidelines for affiliation of Training providers seeking participation in PMKVY. Training providers are evaluated through a pre-screening process according to an affiliation protocol prepared by National Skill Development corporation/Sector Skill Councils. Affiliating of Training providers will be for specific job roles. Training Partners must abide by all regulations of NSDC and SSCs as per the process manual.



Shri Rudy said, PMKVY aims to train various categories of people including drop-outs and labourers. The job roles identified by SSCs for Level 1 to Level 4 aim to focus on class 10 and 12 drop-out students, especially in the unorganised sectors like Construction, Beauty & Wellness etc.. Moreover, RPL (Recognition of Prior Learning) enables assessment of the employed workforce by mapping their existing competency against the industry validated job roles. The PMKVY is being implemented across the country including Chhattisgarh and Uttar Pradesh. State wise statement of persons enrolled up to 22nd July, 2015 is give below:

Partnership with CRISP 



Minister of State (Independent Charge) for Skill Development & Entrepreneurship Shri Rajiv Pratap Rudy has said that National Skill Development Corporation (NSDC) has entered into Memorandum of Understanding with Center for Research & Industrial Staff Performance (CRISP) on 27th May, 2015. Following are the areas and scope of collaboration:- 

 • To finalize assignments and programs in the area of skills training, research and consultancy for upgrading skills development interventions of NSDC. 

 • To develop demand driven interventions of technical skills development for industries, partnering institutions and policy makers for systematizing the skills development approach in India. 

 • To develop training interventions for capacity building of partnering institutions and state level bodies. 

 • Develop plan and activities for strengthening National Skills Qualification Framework (NSQF). 

 • Jointly plan and develop strategic interventions for capacity building of Sector Skills Councils (SSCs). 

 In a written reply in the Rajya Sabha today Shri Rudy said, Center for Research & Industrial Staff Performance (CRISP) is set up as an autonomous institution established under Indo-German Technical Co-operation bilateral agreement with the support of Department of Technical Education & Training Government of Madhya Pradesh and GTZ Germany. Under the MoU NSDC and CRISP have a functional understanding and can work towards accessing facilities/resources of CRISP. 

 The Minister said, the MoU covers the way to jointly work/share facilities for developing national level support system for effective implementation of skills development initiatives and develop trainer's training program in skills development for bridging the identified competence gaps of trainers at NSDC partner institutions. CRISP offers Tool Room Services, which includes support for production & tooling job works for precision machining works as Prototype development, Product Design & analysis which can be leveraged to help those aspiring to upgrade their skills in tool room and shop floor practices.

National Career Service
Minister of State (Independent Charge) for Skill Development & Entrepreneurship Shri Rajiv Pratap Rudy has said that Government is implementing the National Career Service (NCS) Project as a Mission Mode Project and a digital initiative for transformation of the National Employment Service to provide a variety of employment related services like career counselling, vocational guidance, information on skill development courses, apprenticeships, internships, etc.

In a written reply in the Rajya Sabha today Shri Rudy said, to provide these services online, a National Career Service Portal has been developed and is hosted at www.ncsl.gov.in and a toll free number 1800-425-1514 is operational 12 hours a day from Tuesday to Sunday to assist and guide youth in accessing employment services. The total outlay of the project is Rs. 292.20 crore for 12th Five Year Plan and a sum of about Rs. 69.66 crore has been allocated during the year 2015-16. There are provisions for seeking budgetary support by way of re-appropriation and supplementary grants as necessary. The services under the NCS can be accessed directly from the portal, employment exchanges, common service centres, internet booths, etc. and covers all segments of population over 15 years of age. Information on skill providers under National Skill Development Corporation (NSDC) has been migrated to NCS portal.

MoU with NTPC for Skill Development in Jharkhand
Minister of State (Independent Charge) for Skill Development & Entrepreneurship Shri Rajiv Pratap Rudy has said that the National Thermal Power Corporation has signed two Memorandum of Understanding (MoUs) with National Skill Development Fund (NSDF) and National Skill Development Corporation (NSDC) for skill development training. The first MoU was signed on 8th May, 2015 to provide skill training to 5000 youth and women across 22 locations with special focus on the eastern states/ part of the country where NTPC power plants are located. The MoU is for two years with a project cost of Rs 6.5 Crore. The second MoU was signed on 26th June, 2015 to train 25000 candidates in services and manufacturing sectors across under-served locations in Bihar over 5 years with a project cost of Rs 30 crore. The projects will be funded by NTPC and executed by NSDC through its Training Partners.

In a written reply in the Rajya Sabha today Shri Rudy further said, there are over 70 skill development schemes across various sectors implemented by over 20 Central Ministries/Departments for various skill development/entrepreneurship programmes for both the organised and unorganised sectors. The coverage of these schemes is in all sectors across all the states including Jharkhand

MoU Signed For Skill Development 





Minister of State (Independent Charge) for Skill Development & Entrepreneurship Shri Rajiv Pratap Rudy has said that the Ministry of Skill Development and Entrepreneurship has signed MoUs with a number of Central Ministries/Departments for collaborating in skill development. The details of MoUs signed is given at Annexure-I. The National Policy for Skill Development and Entrepreneurship has been launched on 15th July, 2015. The salient features of the policy are at Annexure-II. 

 

             In a written reply in the Rajya Sabha today Shri Rudy said, the National Policy for Skill Development and Entrepreneurship emphasizes upon Recognition of Prior Learning (RPL). Recognition of Prior Learning (RPL) is a key instrument which help map the existing skills in the unorganized sector and integrate the informal sector to the formal skilling landscape. It also provides both horizontal and vertical pathways to an individual for acquiring additional skills for better livelihood.

Skill Development Centres in Backward Areas

Minister of State (Independent Charge) for Skill Development & Entrepreneurship Shri Rajiv Pratap Rudy has said that there are over 70 skill development schemes across various sectors implemented by over 20 Central Ministries/Departments for skill development across the Country. Funds under these schemes are provided by the concerned Ministries/Departments to the implementing agencies including States under the guidelines issued for the schemes. The achievements for skill training under these skill development schemes/programmes for the year 2013-14 to 2014-15 are as under:-

In a written reply in the Rajya Sabha today Shri Rudy further said, the National Policy for Skill Development and Entrepreneurship, 2015, approved by the Government on 1st July, 2015, has the provision for high priority to socio-economic growth of backward areas of the Country. Setting up of Industrial Training Institutes (ITIs) in Public Private Partnership (PPP) mode especially in unserved blocks of the Country and encouraging State Governments to set up Kaushal Vardhan Kendras (KVKs) at panchayat level for mobilising and imparting skill training pertaining to local employment/livelihood opportunities to school drop-outs, adolescent girls, housewives and rural youth, are some of the steps to meet the challenge of promoting skill development in the backward areas of the Country.

The Minister said, in addition to the above, there are 12,106 Industrial Training Institutes (ITIs) (Govt.- 2,285 and Private- 9,821) operational under the Directorate General of Training (DGT) which are the Primary Institutions for skilling in the Country. Besides, the Government has setup the National Skill Development Corporation (NSDC) as a public private partnership entity to promote private training providers to setup Skill Development centres across the country. As on 30th June, 2015, the 211 NSDC affiliated training partners, have 3669 operational training centres, including 745 mobile centres with coverage across the Country. Moreover, setting up of new institutes is a continuous process.

Employability of Persons with Disability
Minister of State (Independent Charge) for Skill Development & Entrepreneurship Shri Rajiv Pratap Rudy has said that Ministry of Skill Development and Entrepreneurship (MSDE) and Department of Empowerment of Persons with Disabilities (DEPwD) have entered into a partnership by signing a MoU for skilling in PwD sector. Moreover, Pradhan Mantri Kaushal Vikas Yojana (PMKVY) under Ministry of Skill Development and Entrepreneurship has a target to train 14 lakh fresh entrants including skill training of 50,000 Persons with Disabilities (PwDs). The Rights of Persons with Disabilities Bill, 2014 provides for adequate support and facilitates for training of Persons with Disabilities (PwDs).

In a written reply in the Rajya Sabha today Shri Rudy said, the National Skill Development Corporation (NSDC) has approved Skill Council for Persons with Disabilities (SCPwDs). SCPwDs has a mandate to develop Qualification Packs (QPs) and National Occupational Standard (NOS) for job roles for PwDs training, assessment and certification. Skill Council for PwDs has identified 6 Qualification Packs (QPs) based on the suitability of 19 disabilities.

Skill Development through Corporate Sector and PSUs 





 

Minister of State (Independent Charge) for Skill Development & Entrepreneurship Shri Rajiv Pratap Rudy has said that the Government has been engaged with Public Sector Undertakings, Corporate and Industry for Corporate Social Responsibility (CSR) funding for Skill Development efforts/initiatives. In a written reply in the Rajya Sabha today he said, the steps taken by the Government for CSR funding for skill development are: 

 

·         National Skill Development Fund is a Government Trust set up by the Government of India for raising funds both from Government and Non-Government sectors for skill development in the country. The Fund is contributed by various Government sources, and other donors/ contributors to enhance, stimulate and develop the skills of Indian youth by various sector specific programs.

·         Vide Notification dated 27.2.2014, Schedule VII of the Companies Act 2013 has been amended to inter alia include “promoting education, including special education and employment enhancing vocation skills especially among children, women, elderly, and the differently abled and livelihood enhancement projects” for the purpose of CSR.

·         The Ministry of Skill Development & Entrepreneurship has reached out to PSUs/ Companies under various Ministries for CSR Funds for Skill Development and signed several tripartite Memorandum of Understandings for skill training projects to be implemented by National Skill Development Corporation (NSDC) and funded by PSUs.

·         National Skill Development Corporation (NSDC) under the Ministry has also signed bilateral agreement with companies for funding skill development projects. 

·         An application has been moved for grant of 80G certificate to National Skill Development Fund (NSDF) under Income Tax Act for income tax benefits to contributors to the Fund. 

·         In addition to contribution, corporates/Industry are also being involved in skill development as leaders and training providers.

Assistance to States for Skill Development of Youth 





Minister of State (Independent Charge) for Skill Development & Entrepreneurship Shri Rajiv Pratap Rudy has said that Government is helping States to create better infrastructure in Government  Industrial Training Institutes (ITIs) by providing financial assistance under following  three up-gradation schemes:-

 

(i)                  Upgradation of 100 ITIs under domestic funding.

 

(ii)               Upgradation of 400 ITIs Upgradation under Vocational Training Improvement Project (VTIP) with World Bank.

 

(iii)             Upgradation  of the 1396 Government ITIs through Public Private    Partnership   

 

            In a written reply in the Rajya Sabha today Shri Rudy said, Government is also providing financial assistance to  set up 34 new ITIs and 68 new Skill Development Centers (SDCs) in backward and tribal areas under the Centrally Sponsored scheme “Skill Development in 34 Districts Affected by Left Wing Extremism”.  Central Financial assistance is also being provided to setup 22 new ITIs under the Centrally Sponsored Scheme “Enhancing Skill Development Infrastructure in NE States & Sikkim”. 

 

            The Minister said, skill development courses covered under Craftsmen   Training Schemes and Apprenticeship Training Schemes, are 126 and 259 respectively. Besides, courses for skill development programmes covered under Skill Development Initiative Schemes, are 578 across 68 sectors. Further, the National Skill Development Corporation (NSDC), set up by the Government as a public private partnership entity, has constituted 37 industry led bodies called Sector Skill Councils to promote industry/employer participation. Various kinds of training is imparted by NSDC training providers based on the 1319 Qualification Packs (QPs) and 6625 National Occupation Standards (NOS) developed by the respective Sector Skill Councils. There are over 70 skill development schemes across various sectors implemented by over 20 Central Ministries/Departments for skill development across the Country. In addition to the challenges of re-skilling, up-skilling and Recognition of Prior Learning (RPL) for existing workforce, as per requirement, there is a need to provide skilling opportunities for approximately 104.6 million people who are expected to enter the workforce between 2015 to 2022. In cognizance of this fact, the Government has notified the National Policy for Skill Development and Entrepreneurship on 15.07.2015, to provide a roadmap to meet the challenge of Skilling on a large Scale at Speed with high Standards to ensure Sustainable livelihoods for all citizens in the country.

In a written reply in the Rajya Sabha today Shri Rudy further said, the Ministry has also launched the National Skill Development Mission to create convergence across sectors and States in terms of skill training activities. Further, to achieve the vision of ‘Skilled India’, the National Skill Development Mission would not only consolidate and coordinate skilling efforts, but also expedite decision making across sectors to achieve skilling at scale with speed and standards. The Mission document recommends an institutional structure at the State level which would be driven by the State Skill Development Mission and would replicate the institutional structure of the National Mission at State level.

In addition to the above, to scale up skill development with initiatives, Pradhan Mantri Kaushal Vikas Yojana (PMKVY) has been launched by the Government. The scheme has an outlay of Rs. 1,500 crore, with a target to cover 24 lakh persons within next one year, under skill training (including 10 lakh under Recognition of Prior Learning), the Minister added.

Apprentices Amendment Act
Minister of State (Independent Charge) for Skill Development & Entrepreneurship Shri Rajiv Pratap Rudy has said that it is estimated that out of 487 million workforce, 4.69% possess formal vocational education. In addition to the challenges of re-skilling, up-skilling and Recognition of Prior Learning (RPL) for existing workforce, there is a need to provide skilling opportunities for approximately 104.6 million people who are expected to enter the workforce between 2015 to 2022. The National Policy for Skill Development and Entrepreneurship, 2015, approved by the Government on 1st July, 2015, provides a roadmap to meet the aforesaid challenge by skilling at scale and speed with standards across the Country. The Policy also recognizes that skill development as a shared responsibility of the Government as well as the Industry along with individuals. Consequently, the Policy provides for funding of skill initiatives through Corporate Social Responsibility (CSR) funding, apprenticeship in industries, skill loans including Government support.

In a written reply in the Rajya Sabha today Shri Rudy said, in addition to the above, as an effort to align the skill development initiatives with the incremental human resource requirement, Pradhan Mantri Kaushal Vikas Yojana (PMKVY) has been launched by Ministry of Skill Development and Entrepreneurship. The scheme has an outlay of Rs. 1,500 crore, with a target to cover 24 lakh persons within next one year, under skill training (including 10 lakh under Recognition of Prior Learning).The rates of stipends paid to the trades apprentices have been linked to the minimum wage of semi-skilled worker of the respective State.

The Minister said, the Government has taken various steps to enhance apprenticeship seats. The Apprentices Act, 1961 has been amended on 22.12.2014 to provide necessary flexibility with safeguards, and facilitate wider participation of youth and the industries. Further, a new Scheme, ‘Apprentice Protsahan Yojana’ has also been started to encourage participation of Micro, Small and Medium Enterprises (MSMEs) in apprenticeship training.
