Promotion of Kabaddi Game

The Minister of State (Independent Charge) for Youth Affairs and Sports Shri Sarbananda Sonowal has said that the performance of Indian Kabaddi Teams, both men and women, in international events, has been very satisfactory and encouraging, as they won Gold medals in recently held Incheon Asian Games 2014.



In a written reply in the Lok Sabha today Shri Sonowal said, the primary responsibility for promotion of Kabaddi in the country is that of the Amateur Kabaddi Federation of India (AKFI), the National Sports Federation (NSF) for the discipline of Kabaddi recognised by the Ministry of Youth Affairs & Sports. The Ministry and Sports Authority of India (SAI) supplement the efforts of the AKFI in promotion of Kabaddi in the country under their schemes such as Scheme of Assistance to NSFs, Rajiv Gandhi Khel Abhiyan, Scheme of Special Awards to winners of medals in international sports events and their coaches, Scheme of Pension to Meritorious Sportspersons, National Sports Talent Contest (NSTC) Scheme, SAI Training Center (STC) Scheme, Special Area Games (SAG) Scheme, Army Boys Sports Companies (ABSC) Scheme and Centres of Excellence (COE) Scheme.

National Institute of Sports Services of SAI

The Minister of State (Independent Charge) for Youth Affairs and Sports Shri Sarbananda Sonowal has said that Sports Authority of India (SAI)used to provide services of its National Institute of Sports (NIS) trained coaches to State Coaching Centres (SCCs) and District Coaching Centres (DCCs), Universities etc. However, there has been very little recruitment of coaches in SAI since 1996.This has resulted in acute shortage of coaches in SAI and they have been forced to withdraw them from SCCs and DCCs for deploying them in their own centres. At present, out of 1078 coaches, 102 are deployed in SCCs and 19 in University Field Stations. The remaining coaches are deployed in SAI centres and National Coaching Camps. Under a new proposal, States/Universities/Institutes can seek the services of NIS qualified coaches from SAI on deputation basis.

In a written reply in the Lok Sabha today Shri Sonowal said, SAI provides scientific training and other support under National Sports Talent Contest Scheme (NSTC) and Army Boys Sports Company (ABSC) to boys and girls having sports potential in the age group of 8-14 and 8-16 years respectively.

He said, besides, in other SAI promotional schemes such as Special Area Games (SAG), SAI Training Center (STC), Extension Centre of STC/SAG, Centre of Excellence (COX) and Academies training is imparted to athletes from urban, rural, tribal and economic weaker sections etc. SAG Scheme of SAI is specially focused to scout and nurture sports talent from amongst the rural and tribal areas.

Since “Sports” is a State subject. Data use of sports infrastructure/academies started by State Governments is not maintained. Government only supplements the efforts of State Governments in promotion/development of sports through its various schemes, Shri Sonowal added.

National Service Scheme

The Minister of State (Independent Charge) for Youth Affairs and Sports Shri Sarbananda Sonowal has said that National Service Scheme (NSS) was introduced in 1969 with the primary objective of developing the personality and character of the student youth through voluntary community service. The NSS volunteers offer their voluntary services in various development processes & welfare activities initiated by Govt. The NSS volunteers undertake two types of activities:


(i) Regular Activities: During the Regular activities they devote 120 hours per year for two consecutive years which includes 20 hours of general orientation regarding NSS and the mode of work they have to do in their volunteer ship.

(ii) Special Camping Programmes: To familiarize the student volunteers of NSS to the community, a Special Camp for 7 days is provided to all the volunteers during their tenure. These camps are residential and organized in the community based on specific themes.

Objectives of NSS: NSS aims at developing the following qualities/ competencies among the volunteers:

a) To understand the community in which the NSS volunteers work and to understand themselves in relation to their community;
b) To identify the needs and problems of the community and involve themselves in problem-solving exercise;
c) To develop among themselves a sense of social and civic responsibility;
d) To utilize their knowledge in finding practical solutions to individual and community problems;
e) To gain skills in mobilizing community participation;
f) To acquire leadership qualities and democratic values;
g) To develop capacity to meet emergencies and natural disasters;
h) To practice national integration and social harmony.

            In a written reply in the Lok Sabha today Shri Sonowal said, the allocation of NSS volunteers to States/UTs are based on the target set by the Government and the additional demand received from the States/UTs in such a way so as to have proportionate representation of all States/UTs. However, due to funds constraints, the Government is not in a position to provide funding to all the eligible and interested institutions for setting up NSS units. To facilitate this, the Government has permitted setting up of Self-Financing Units (SFUs) of NSS. Such units are at par with Government-funded units with the only difference is that the funding is arranged by the concerned educational institutions. In some of these cases, the educational institutions collect a nominal fees from the students to meet the expenses of operation of the NSS units. Hence, States/UTs may meet the additional demand (other than Government funded units) through SFUs. The name of the States/UTs which have sent proposal to the Government for increasing the number of students under NSS are given at Annexure-I.

            The Minister said, the Government has received proposal from the Government of Chhattisgarh to increase the NSS volunteer strength from 93,000 to 1, 10,000. The proposal was examined by the Government and additional 14,000 were allocated to Government of Chhattisgarh through SFU (Self Financing Unit).

Sports Infrastructure


The Minister of State (Independent Charge) for Youth Affairs and Sports Shri Sarbananda Sonowal has said that Sports is a State Subject and it is primarily the responsibility of the State Governments and National Sports Federations (NSFs) to promote sports. The Central Government complements/supplements the efforts of the State Governments and the NSFs in this regard. However, the Ministry of Youth Affairs & Sports is implementing the following Schemes for providing sports infrastructure in the country including North Eastern States (NES) and rural/village areas:

        i.            The Rajiv Gandhi Khel Abhiyan (RGKA) [erstwhile Panchayat Yuva Krida aur Khel Abhiyan (PYKKA)]: Under this Scheme, it is proposed to construct a sports complex in each block, both for outdoor and indoor sports disciplines.  This Scheme is a revised version of a Scheme called Panchayat Yuva Krida aur Khel Abhiyan (PYKKA), which was being implemented by the Central Government for creation of basic sports infrastructure by way of developing playgrounds in the rural areas of the country since 2008-09 and upto 2013-14. The Central Government is contemplating to revisit the RGKA Scheme as funds are not forthcoming from the converging Schemes, viz, the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), the Backward Regions Grant Fund (BRGF), the Additional Central Assistance for Left Wing Extremism Affected Areas (ACA for LWEAA), and the Non-Lapsable Central Pool of Resources – Central (NLCPR-Central). The year-wise details of funds released to various States/UTs under PYKKA Scheme during 2012-13 and 2013-14 are given in Annexure – I. The details of funds released to various States/UTs under RGKA Scheme during 2014-15 are given in Annexure – II. No funds have been released under the RGKA during the current financial year.

The State/UT-wise details of playfields developed under PYKKA Scheme upto 31.03.2015 are given in Annexure – III. Details of participation in annual sports competitions under PYKKA are given in Annexure – IV and under RGKA are given in Annexure – V respectively.

      ii.            Urban Sports Infrastructure Scheme (USIS) : Under this Scheme 100% financial assistance, subject to prescribed ceiling is provided to (a) State Governments/ UTs (b) Local Civic Bodies; (c) Schools, Colleges and Universities under Central/State Governments; and (d) Sports Control Boards for development of the (i) Synthetic playing surface (for hockey, football and athletics);  and (ii) Multipurpose indoor hall. The details of funds released during the last three years and current year are given in Annexure-VI. Out of the 51 projects sanctioned, the following four projects, viz., Laying of Synthetic Hockey Field at Indira Stadium, Una, Himachal Pradesh, Laying of Synthetic Hockey Field at Boys’ Hockey Academy, Kawnpuri, Mizoram, Laying of synthetic Hockey Surface at Kalinga Stadium, Sports Complex, Bhubaneswar, Odisha and Construction of multi-purpose indoor hall at Mualpui, District Aizawl, Mizoram have been completed.


            In a written reply in the Lok Sabha today Shri Sonowal said, release of grants under RGKA and USIS are demand-driven and made against proposals received from States/UTs and other eligible entities, and which are complete in all respects as per provisions of the respective Scheme and subject to the condition that no Utilisation Certificate is pending from the concerned State/UT against grants released by this Ministry. Complete proposals, subject to no pendency of Utilization Certificate, are processed for release of grants if sufficient funds are available for the purpose.

There is no scheme being implemented by the Ministry of Youth Affairs & Sports specifically to construct modern and international level sports infrastructure and other sports equipments. However, under the RGKA, there is a provision for providing funds to the tune of Rs.15 lakh to each block level sports complex for equipment, the Minister added.

Condition of Sports Persons 

The Minister of State (Independent Charge) for Youth Affairs and Sports Shri Sarbananda Sonowal has said that promotion and development of various discipline of sports including organizing National/International championships in India is the responsibility of the National Sports Federations (NSFs). Paralympic Committee of India (PCI) which is a recognized NSF had conducted 15th National Para Athletic Championship, 2015 at Ghaziabad from 20th to 22nd March, 2015. The Federation came under sharp criticism from media etc due to poor conduct of the games in all aspects viz. logistics, technical, administrative etc including hapless condition of the national athletes. 

In a written reply in the Lok Sabha today Shri Sonowal said, Sports Authority of India (SAI) had conducted an enquiry which showed that there had been a total lack of planning in conceptualization and conduct of a prestigious event like National Para Athletic Championship on the part of PCI officials. The Government suspended PCI because of their failure to conduct the National Para Athletic Championship in the desired manner and also due to its suspension by the International Paralympic Committee (IPC). 

The Minister said, the primary responsibility for organizing various championships rests with the National Sports Federations (NSFs). It is incumbent upon them to take all measures for smooth conduct of the championships with a vision to empower the athletics to reach their optimum potential. The Ministry has issued guidelines dated 23-04-2015 to all NSFs to ensure compliance of the same for conducting championships/tournaments.

Sports in Schools 

 
The Minister of State (Independent Charge) for Youth Affairs and Sports Shri Sarbananda Sonowal has said that as Sports is a State subject, the primary responsibility for promoting sports including encouraging sports  among students at school and college level is that of States.  However, Department of Sports and the Sports Authority of India supplement the efforts of the States. School Games Federation of India (SGFI) and Association of Indian Universities (AIU) have been recognized by the Government of India as National Sports Promotion Organizations (NSPOs) and are eligible for the same level of assistance as are available to National Sports Federations (NSFs).

In a written reply in the Lok Sabha today Shri Sonowal said, conduct of National Championships in the Senior Category (both for men and women), in Junior and Sub-Junior Categories (both for boys and girls) is part of annual calendar of training and competitions of the NSFs. Participants in Junior and Sub-Junior Championships are basically from schools.

The Right of Children to Free and Compulsory Education (RTE) Act, 2009, has been enacted, making elementary education a Fundamental Right, which, inter alia, provides for
(i)                 a play ground for each school;
(ii)               A part time instructor for physical education in upper primary schools;
(iii)             Supply of play material, games and sports equipment, as required, to schools.
 
In terms of the provisions of the RTE Act, no school shall be established or recognized unless it fulfils the norms specified in the Schedule attached to the Act.
 
Further, Central Board of Secondary Education (CBSE) has made it mandatory for all schools affiliated to it to provide one compulsory period for sports upto 10th class and two periods in a week for classes 11 and 12.
 
            For identifying the talent and nurturing and training the identified talent in the age group of 8 to 18 years, which is mainly from schools and colleges, the Sports Authority of India is running the following schemes:

(i)     National Sports Talent Contest (NSTC): The main objective of the scheme is to identify gifted and talented sportspersons among school children in the age group of 8-14 years.
 
(ii) Army Boys Sports Companies (ABSC) is implemented in collaboration with the   Army.  Children in the age group of 8-16 years are imparted scientific training to achieve excellence at national and international levels.  The scheme also provides job opportunities in the Indian Army. 
(ii)   Special Area Games (SAG): This Scheme follows an area-specific approach to scout and nurture talent for modern competitive games and sports from tribal, rural, coastal and hilly areas of the country.  The main objective of the scheme is to train talented and meritorious sportspersons in the age group of 12-18 years.
 
(iii) SAI Training Centres (STC): Under this scheme, talented youth in the age group of 12-18 years are given the option to join the scheme on residential or non-residential basis. 
 

(v) Centres of Excellence (COX): The main objective of this scheme is to identify and train outstanding sportspersons who are medal prospects for the country in international competitions.
 
Trainees under the above-mentioned schemes are provided with stipend, sports kit, accidental insurance, as well as competition exposure.
 
The details of the funds released to National Sports Federation including SGFI and AIU during last three years and current year are given in Annexure.
(d) The Ministry does not maintain the data about the number of talented youth/ children identified from the schools/colleges of various States for participating in the next international sports competitions.
 
            Sportspersons those from schools, colleges and universities are already part of the various schemes being implemented by the Ministry of Youth Affairs & Sports and Sports Authority of India. Further, The Ministry has recently formulated a new scheme namely National Sports Talent Search Scheme (NSTSS) for talent identification in the age group of 8-12 years and nurturing of identified talented sportspersons. The scheme document and guidelines have been issued to all State Governments and Union Territories on 20.02.2015, Shri Sonowal added.

Youth Hostels
The Minister of State (Independent Charge) for Youth Affairs and Sports Shri Sarbananda Sonowal has said that Eighty Three (83) Youth Hostels have so far been constructed in the country and one more Youth Hostel is under advanced stage of construction. A statement showing list of Youth Hostels, Location-wise is annexed.

In a written reply in the Lok Sabha today Shri Sonowal said, no new youth hostel has been constructed in the country during the last three years and the current year and there is no proposal for construction of any new youth hostel during the current five year plan.  The Ministry of Youth Affairs & Sports has no proposal to formulate any special scheme for the youth that will help them to choose their career according to their choices.
