ORDER:
Whereas, it has come to the notice of
the Government that Dr. A. Rajeshwar Rao, District Educational Officer, Medak,
violated certain rules in Teachers Transfers as stipulated in G.O.Ms.No.12,
School Education (Ser.II) Department, dated 16.6.2015 and thus prima-facie committed
serious irregularities. As per the reports in the references 1st and
3rd read above, he issued posting orders in the case of certain
teachers without proper verification which were not as per the Rules regarding
Teacher Transfers. He himself later cancelled those orders and mentioned that
all this happened due to rush of work. Similarly, he issued certain promotion
orders and later cancelled them as those teachers were found ineligible for
promotion. He did not give promotion to the (Scheduled Tribe) Secondary Grade
Teachers (SGTs) due to non-finalization of seniority of the SGTs. In the case
of Smt.Vijay Lakshmi, he did not issue her orders of transfer from ZPHS Andhe
to ZPHS Yousufpet due to non-allotment of spouse points to her;
2. And whereas, disciplinary proceedings
against Dr. A. Rajeshwar Rao, DEO, Medak at Sangareddy are contemplated;
3. And whereas, the Government being the
Competent Authority, after careful consideration of the material available and
having due regard to the circumstances of the case, are satisfied that it is
necessary to place Dr. A. Rajeshwar Rao, District Educational Officer, Medak at
Sangareddy, under suspension in public
interest;
4. Now, therefore, in exercise of the powers
conferred by sub-rule (1) of rule (8) of Andhra Pradesh Civil Services (CCA)
Rules, 1991, the Government hereby place the said Dr. A. Rajeshwar Rao, D.E.O,
Medak, under suspension with immediate effect and he shall continue to be under
suspension in public interest, until further orders.
5. It is further ordered that during the
period of this order remaining in force, the headquarters of Dr. A. Rajeshwar
Rao, will be Sangareddy and the said Officer shall not leave the headquarters
without obtaining the prior permission of the undersigned.
6. It is further ordered that during the
period of suspension, Dr. A. Rajeshwar Rao, District Educational Officer, shall
be paid subsistence allowance as per rules in force.
7. The Director of School Education, Telangana,
Hyderabad, shall take necessary action accordingly.

O R D E R :-
In the circumstances reported by the
Director of School Education, Telangana, Hyderabad in the reference 2nd
read above, Government after careful examination of the matter, post Sri N.Rajesh,
District Educational Officer (Waiting for posting), as District Educational
Officer, Khammam District, in the existing vacancy with immediate effect.
2. Sri Nazeemuddin, Deputy Director, (IED),
O/o the SCERT, Telangana, Hyderabad is transferred on the grounds of
administrative exigency and posted as
District Educational Officer, Medak District in the vacancy caused due to the
suspension of Dr.A. Rajeshwar Rao, DEO, vide reference 3rd read
above.
3. The Director of School Education,
Telangana, Hyderabad shall take necessary action accordingly.
