Union Minister of State for Home Affairs Shri Kiren Rijiju attended a condolence meeting at the Embassy of France here today to mourn the victims of terrorist attacks in Paris on November 13, 2015. Following is the text of the statement made by him on the occasion:
“It is indeed a sad and solemn moment as we gather here to jointly mourn the tragedy that befell Paris. Our prayers and thoughts today are with the families of the innocent victims who were prey to the dastardly acts of terrorism. We in India are no strangers to the pain and suffering inflicted by such senseless acts of violence; we have been victims of it for the last four decades. None of this however, lessens our sense of outrage, grief and shock when they happen and wherever they happen – whether in India or anywhere else in the world. We share your pain in this hour of tragedy and stand with you shoulder-to-shoulder, ready to assist the Government and the people of France in facing this tragedy and in ensuring that such assaults on humanity do not recur anywhere.
As our Prime Minister said at the G-20 Summit that is underway in Turkey, it is now time for the world to speak in one voice and act in unison against terrorism without any narrow considerations or specious selectivity in distinguishing between terrorist groups. We must isolate those who support and sponsor terrorism and stand with those who share our values of humanism. Open democracies and pluralistic societies that value individual freedoms and liberties like ours are increasingly threatened by terror groups. We need to significantly step up our cooperation in intelligence and disrupt all forms of support to terror groups, who are a common threat to our cherished values and to humanity itself. We also need to urgently put in place a comprehensive global strategy to combat terrorism including a suitable international legal framework to deal with this growing threat. This is what India has been calling for, since several years.
We share special ties with France and her people. France has been our long standing strategic partner and an all-weather friend. We greatly cherish and value this close and enduring partnership. On behalf of the Government of India and the people of India, I convey my heartfelt condolences and prayers for the victims and their families and pray for the strength and the courage to overcome this tragedy. I also reaffirm our resolute support to the Government of France and our brothers and sisters in France as they emerge courageously from this crisis, stronger and more resolute than ever, in combating the common enemies of humanity.”

Shri Kiren Rijiju to be designated as the Asia Champion for Disaster Risk Reduction tomorrow
Union Minister of State for Home Affairs, Shri Kiren Rijiju, will be designated as the Champion for Disaster Risk Reduction (DRR), giving an impetus to Government of India’s efforts to facilitate regional support towards enabling community resilience in the Asia-Pacific region. Shri Rijiju will be conferred as the champion for Disaster Risk Reduction at a function here tomorrow by the United Nations Office for Disaster Risk Reduction (UNISDR), the first regional champion after the Sendai Agreement.
Champions are key political figures who play active role and are committed to DRR. UNISDR recognizes individuals as DRR Champions for using their political influence to create awareness and lobby for DRR in their country, region and beyond. Their motivation often goes beyond professional interest, spurred by a passion for public service and an abiding commitment to build community resilience. This is a non-remunerated honorary position.
Only the UN Secretary General’s Special Representative for DRR and Head of UNISDR may designate a DRR Champion by issuing a letter of designation. The former President of Indonesia, Susilo Bambang Yudhoyono has been earlier designated as the Global Champion, while the European Commissioner for International Cooperation, Humanitarian Aid and Crisis Response, Ms. Kristalina Georgieva has been designated as Regional Champion.

Asia Leaders’ Meeting and 2nd ISDR Asia Partnership Meeting to begin tomorrow
The Asia Leaders’ Meeting towards Implementation of the Sendai Framework for Disaster Risk Reduction in Asia will begin here tomorrow. The Asia Leaders’ meeting will be attended by key dignitaries and senior ministers from the nations of China, Indonesia, Japan, Malaysia, Mongolia, South Korea, and Thailand; Ms. Margareta Wahlstrom, Special Representative of the United Nations Secretary General for Disaster Risk Reduction, delegates from various countries and international organisations, and officials of Government of India and the State Governments.
The Asia Leaders’ Meeting will be followed by the 2nd ISDR Asia Partnership (IAP) meeting of 2015, a key regional platform providing necessary consultation and technical support to implement the Sendai Framework for Disaster Risk Reduction (SFDRR) 2015-2030. The focus of this second IAP meeting, jointly organized by The United Nations Office for Disaster Risk Reduction (UNISDR) and Ministry of Home Affairs, Government of India, is to collectively set the policy direction for the implementation of the SFDRR in Asia and discuss substantive preparation for the seventh Asia Ministerial Conference on Disaster Risk Reduction (AMCDRR) for the Asian Regional implementation plan of the Sendai Framework, scheduled to be held in New Delhi from November 14-17, 2016.
During the inaugural session, Minister of State for Home Affairs, Shri Kiren Rijiju, will be sworn in as the Asia Leader for Disaster Risk Reduction, giving an impetus to Government of India’s efforts to facilitate regional cooperation toward enabling community resilience in the Asia region. The Union Home Minister, Shri Rajnath Singh, will also address the session.
Government representatives of IAP member countries and key stakeholder organisations will continue to meet over the next two days in a series of consultations to share and ideate strategies around effective implementation of the SFDRR at the regional, national and local levels across the Asia region.
The SFDRR 2015-2030 was adopted at the Third UN World Conference in Sendai, Japan, on March 18, 2015 as a successor instrument to the Hyogo Framework for Action 2005-2015. Building on the achievements and learning from the Hyogo Framework, the Sendai Framework focuses on preventing new disaster risks, reducing existing disaster risks that also strengthen resilience and underlines various measures to prevent and reduce hazard exposure and vulnerability, increase preparedness and recovery.

Government declares NSCN (K) as terrorist organization under UAPA
The Government has declared the National Socialist Council of Nagaland (Khaplang), NSCN (K), all its formations and front organizations as a terrorist organization under the Unlawful Activities (Prevention) Act, 1967.
A Gazette Notification issued on November 6, 2015 mentions that the NSCN (K), a militant outfit, came into existence in 1988 and is active along the Indo-Myanmar border.
NSCN (K) has resorted to terrorism by killing innocent civilians and security forces and engaged in other violent activities including the June 4, 2015 attack on the Army convoy in Chandel district of Manipur.
