All India Council for Sports 
The Minister of State (Independent Charge) for Youth Affairs & Sports, Shri Sarbananda Sonowal has said that the Government of India has recently constituted All India Council of Sports (AICS) headed by Prof V.K. Malhotra as its President in the rank of Minister of State. The Council is an advisory body for the Ministry of Youth Affairs and Sports. The salient aims & objectives of the Council are as follows:


·        popularising sports amongst the youth as a way of life;

·        increasing outreach of sports to rural and tribal areas, and areas affected by Left Wing Extremism (LWE), North East and Jammu

& Kashmir;
·        matters relating to promotion of inclusiveness in sports with special focus on women, differently-abled, tribals, etc.;

·        preventing drug abuse in sports, fraud of age and sexual harassment of women in sports;

·        early identification of sports talent and nurturing of the identified talent; and

·        integration  of  sports  in  educational  curriculum  in  schools,

colleges and universities.

It is expected that advice of the council will help the Ministry of Youth Affairs & Sports make better policies and programmes for promotion of sports.

In a written reply in the Lok Sabha today the Minister said, as per the notification constituting the Council, appointment of the President and members of the Council other than ex-officio members are to be made by the Government. There is no advisory committee of the Council.

Setting up of NSA & JSA 
The Minister of State (Independent Charge) for Youth Affairs & Sports, Shri Sarbananda Sonowal has said that the Ministry of Youth Affairs & Sports proposes to set up sports academies at national level at various places in the country to nurture sporting talent spotted through various avenues, which is at planning stage.  

In a written reply in the Lok Sabha today the Minister said, the Sports Authority of India (SAI) is running National sports academies in different areas of the country. Such academies are also meant for sub-junior and junior levels. Details of the National Sports Academies run by the SAI are given is below:

Sports Training Centres of SAI 
The Minister of State (Independent Charge) for Youth Affairs & Sports, Shri Sarbananda Sonowal has said that a proposal to establish Sports Authority of India (SAI) Training Centre (STC), Meham, District Rohtak, Haryana was approved in principle on 17.7.2012. The sports infrastructure proposed to be provided by the State Government for setting up of a STC at Meham did not have required residential and indoor facilities (separate indoor halls for Wrestling and Boxing). Therefore, the Centre at Meham could not be made operational.

Further, Sports Authority of India decided to establish a National Boxing Academy at Rajiv Gandhi Sports HUDA (Haryana Urban Development Authority) Complex, Rohtak in partnership with the State Government and HUDA. The Academy can be made operational during the current financial year subject to execution of MOU with the State Government.

He said, no proposal has been received in SAI from the State Government for opening of STC at Sirsa. However, a request was received from Shri Dushyant Chautala, Member of Parliament (LS) for setting up a Table Tennis Academy which could not be considered, as SAI has decided to establish Table Tennis Academy at Kolkata.

In a written reply in the Lok Sabha today the Minister said, considering the outstanding performance by Athletes in Haryana, it was recommended to have Boxing, Wrestling and Athletics as identified disciplines in STC Meham and Boxing at Rohtak.

Democratic Nature of Sports Associations 
The Minister of State (Independent Charge) for Youth Affairs & Sports, Shri Sarbananda Sonowal has said that the 55 National Sports Federations (NSFs) have been granted annual recognition by the Govt. for the year 2015 for different sports disciplines.

Normally, elections are held by the NSFs at the intervals prescribed under the bye-laws of the concerned NSFs. In past, a few cases of violations of age and tenure restrictions, irregularities in elections, etc was noticed.

He said, In order to ensure that NSFs function in a democratic manner, Government has prescribed model election guidelines to be followed by the NSFs for their elections which has been made an integral part of the National Sports Development Code of India, 2011 (NSDCI). NSDCI, inter-alia, contains instructions on democratic and healthy management practices, age and tenure limits of office bearers, holding of elections as per model election guidelines devised by the Government, etc.

In a written reply in the Lok Sabha today the Minister said, from the year 2010, the Government has introduced a system of annual recognition procedure for the NSFs, under which annual recognition is granted to those NSFs which comply with the provisions of NSDCI including holding of elections in time.

Threat to Indian Weightlifting Federation 
The Minister of State (Independent Charge) for Youth Affairs & Sports, Shri Sarbananda Sonowal has said that Indian Weightlifting Federation (IWF) has informed that there is no threat of suspension of the Indian Weightlifting Federation by the World Body after two dope positive cases were reported during the 2015 Commonwealth Championship at Pune in October, 2015.

He said, the two Indian weightlifters tested positive for dope are serving provisional suspension imposed by the International Weightlifting Federation. An enquiry committee has been constituted by Indian Weightlifting Federation to look into the matter.

Government has already set up the National Anti-Doping Agency (NADA), which functions independently in accordance with rules and regulations of the World Anti-Doping Agency (WADA).

In a written reply in the Lok Sabha today the Minister said, NADA deals with matters relating to awareness about doping in sports including dissemination of information, educating sportspersons, coaches and support personnel on the ill effects of doping through teaching sessions/seminars/workshops.

Financial Assistance to IOA & SOA 

The Minister of State (Independent Charge) for Youth Affairs & Sports, Shri Sarbananda Sonowal has said that the Ministry of Youth Affairs & Sports provides grants to Indian Olympic Association (IOA) for expenditure incurred on air passage, accommodation, ceremonial kit, playing kit, etc. towards participation of the Indian contingent in International multi-sports multi-nationals sports events such as Olympics, Asian Games, Commonwealth Games etc. The Ministry does not provide funds directly to State Olympic Associations. Details of funds provided by the Ministry to IOA during the last three years and the current years are as following:

He said, while releasing the grants, it is clearly mentioned to IOA that grants are to be utilized for the purpose for which they are being sanctioned and in accordance with the provisions of the General Financial Rules and other extant instructions of the Government. 2ndinstallment of grant is released only after submission of audited statement of Accounts, certified by a chartered accountant and utilization certificates.

In a written reply in the Lok Sabha today the Minister said, the Ministry has reviewed the categorization of sports disciplines on 23rdMarch 2015. A new category of ‘high priority’ has been created while retaining earlier three categories viz. ‘priority’, ‘general’ and ‘others’. In the ‘high priority’ category, the sports disciplines played in the Olympic Games and in which India have won medals in last conducted Asian Games and Commonwealth Games or in which India has good chance of winning medals in Olympics have been included. At present, nine (9) sports disciplines viz., athletics, archery, badminton, boxing, hockey, shooting, tennis, weightlifting and wrestling have been included. Focused attention is to be provided to ‘high category’ disciplines.

Yuva Kendra Sangathan 
The Minister of State (Independent Charge) for Youth Affairs & Sports, Shri Sarbananda Sonowal has said that Nehru Yuva Kendra Sangathan (NYKS) does not provide financial assistance to voluntary organizations.

He said, the Government had launched a year-long youth-awakening programme, namely ‘Punarjagaran’ across the country from the four corners of India viz. Leh (J&K), Okha (Gujarat), Kanyakumari (Tamil Nadu) and Roing (Arunachal Pradesh) on 2nd October, 2014, the birth anniversary of Mahatma Gandhi.

The Punarjagaran Programme culminated on birth anniversary of Shri Deen Dayal Upadhyay, at his birth place Mathura (Uttar Pradesh) on 25th September, 2015 with grand celebration in which about 10,000 youth participated.

In a written reply in the Lok Sabha today the Minister said, the objective of the programme was to create a youth movement in the country, involving the youth in nation-building activities like spreading the message of peace and universal brotherhood, promoting the spirit of volunteerism, organising Shramadaan activities, campaigns against social evils, creating awareness about Government programmes and initiatives like Jan Dhan Yojana, Swachh Bharat Mission, Beti Bachao Beti Padhao Andolan, etc. The Programme directly covered about 10,000 villages in 100 selected District on the 4 routes.

Lack of Quality Equipment and Staff 
The Minister of State (Independent Charge) for Youth Affairs & Sports, Shri Sarbananda Sonowal has said that requirement of sports infrastructure, equipment, services and facilities including support staff varies with the level of users. For National athletes, who are preparing for participation in major international events, world-level standards and specifications apply. It is not feasible to maintain similar standard at lower level of sports programmes, i.e. schemes like SAI Training Centres (STCs) and Special Area Games (SAGs) which undertake talent identification and development to help the sportspersons to become national level athletes. Accordingly, training infrastructure and equipment is normally not on par with international specifications meant for international competitions.

He said, Sports Authority of India (SAI) organises National Coaching Camps for elite sports-persons/ teams preparing for International competitions. SAI Centres where such training camp are organised have infrastructure, equipment, services of support staff and facilities at par with international standards. Wherever various SAI STCs are being used for holding national camps, international standard infrastructure, services and facilities are provided.

In a written reply in the Lok Sabha today the Minister said, to ensure availability of good quality sports equipment and competent support staff, assistance is provided to National Sports Federations (NSFs) under the Scheme of Assistance to NSFs. Remuneration for support personnel like physiotherapists, video analysts, nutritionists, masseurs etc. has been substantially increased recently. Assistance to sportspersons for equipment is also provided from the National Sports Development Fund of this Ministry.
