Shri Bandaru Dattatreya, the Minister of State (Independent Charge) for
Labour & Employment launched the new website of Employees’ State Insurance
Corporation (ESIC) here today. The new website“www.esichospitals.gov.in” will
offer a host of hassle-free features to the ESIC Insured Persons and their
beneficiaries.
This website brings all the 36 ESIC hospitals on one platform. The important features of the website include facility for seeking online appointments confirmed through SMS, facility to check location and availability of Specialists, treatments offered by a particular hospital and Feedback system for rating Doctor’s based on their services. Networking of all ESIC Hospitals across country enables an Insured Person or his beneficiary to log in and visit any of the 36 hospitals and find out the specialty area in which treatment is offered by the particular hospital and seek appointment on a convenient date.
For seeking appointment, the Insured Person has to indentify the hospital, refer to the facilities of treatment available and see the profile of the doctor and select the doctor and mention the required date of appointment and mention his name, insurance number and mobile number. Once the appointment of an Insured Person is accepted and booked, he or she will be informed by an SMS on the mobile confirming the booking. The facility for feedback system is in place for rating the doctors.
The above facility is expected to minimize the normal time taken for reference by ESI Dispensary / ESI Hospitals, long drawn correspondence as now the booking can be done online 24x7. The ESI Scheme benefits about 2.03 crore family units of workers and over 7.89 crores beneficiary population.

Gender Gap in Labour Force
Increasing the
female labour force participation rate is a global concern and the G-20
countries have targeted to reduce the gender gap in these rates by 25 % by
2025.It has also been estimated by the G-20 group, that if the number of
female workers were to increase to the same level as the number of men, Gross
Domestic Product (GDP) would expand by 5 percent in the United States, by 9
percent in Japan and by 27 percent in India.
Reliable estimates
of employment and unemployment are obtained through labour force surveys on
employment and unemployment conducted by National Sample Survey Office,
Ministry of Statistics and Programme Implementation. Last such survey was
conducted during 2011-12. Details of estimated employment and their workforce
participation rate for male and female in rural and urban areas on usual status
during 2004-05 to 2011-12 are -

Training Classes for
Construction Workers
Shri Bandaru Dattatreya, the
Minister of State (IC) for Ministry Labour and Employment replied to a question
on Recognition of Prior Learning of Construction Workers in Lok Sabha today. He
stated as per available information from Ministry of Skill Development and
Entrepreneurship, the national scheme on Recognition of Prior Learning (RPL) of
Construction workers was launched in October, 2014.15. Training Providers and 9
Assessing Bodies have been empanelled under the scheme which is presently
operational in the States of Delhi, Haryana, Telangana, Odisha and Chhattisgarh
and Himachal Pradesh. The number of candidates Pre-Assessed till date is 26236
and the number of candidates passed Pre-Assessment is 19392.
As per the information collected from the States, around Rs. 24,014.51 crore total cess funds had been collected till 30.09.2015.
The RPL scheme was designed to recognize the skill of workers acquired through non-formal learning and experiences by giving training and certification. The training is beneficial by way of uplifting the status and productivity of Construction workers by giving them skill gap training at the construction sites. Successful workers after assessment get certificates issued by NCVT which may open their career path further.
As per the RPL scheme, an amount of wage allowance at the rate of Rs. 35/- per hour per person is paid to compensate for the loss of wages during training and assessment to workers. This amount is paid from cess fund collected under Building of Construction Workers’ Act.

Decline in female
labour force participation rate during 2004-05 to 2011-12 may be attributed to
increase in level of income in rural areas due to increase in real wages,
higher level of participation in education, etc.
For skilling to
provide employment in the country, a new Ministry of Skill Development and
Entrepreneurship has been established to coordinate the skill activities across
Ministries. In order to improve the employability of youth including women,
around 20 Ministries run skill development schemes across 70 sectors.
Government has
implemented the National Career Service having a portal (www.ncs.gov.in) for
online registration and posting of jobs for job-seekers and provide other
employment related services.
Government has
also taken measures through schemes such as Ajeevika, Seeko Aur Kamao, National
Rural Livelihood Mission, National Urban Livelihood Mission etc. will enhance
the skill Potential of rural and urban females and make them employable.
Statutory provisions have been made in certain Labour laws for organizing child
care centers for the benefit of women workers, The Factories Act, 1948, the
Beedi & Cigar Workers (Conditions of Employment) Act, 1966 and the Building
and other Construction Workers (Regulation of Employment and conditions of
Service) Act, 1996. The Mines Crèche Rules, 1966 provide for establishment of
crèches for the benefit of women workers. The Plantation Labour Act, 1951
provides that the women workers be provided time-off for feeding children and
Mahatma Gandhi National Rural Employment Guarantee Act, 2005 also provides for
child care facilities at worksite.
Ministry of Women
& Child Development has been administering Support to Training and
Employment Programme for Women (STEP) since 1986-87 as a Çentral Sector
Scheme’. The STEP Scheme aims to provide skills that give employability to
women and to provide competencies and skill that enable women to become
self-employed/ entrepreneurs.
Ministry of Micro,
Small and Medium Enterprises is also envisaging economic empowerment of women
through trade related training, information and counseling extension activities
related to trades, products, services, etc.
