as Urban Primary Health Centres and Strengthening of services provided at UPHCs
through State Level service provider – Permission – Accorded – Orders – Issued.

ORDER:
               Government of Andhra Pradesh have established 193 Urban Health centres
under AP Urban Slum Health Care Project and operating these institutions under PPP
model with NGOs since June 2000. District Collectors have entered in to agreements
with the NGOs for operating these Urban Health Centres for a period of one year which
are extended from year to year based on the performance evaluation. The contract
agreements with the NGOs were entered up to 2013-2014. At present 133 NGOs are
running 193 Urban Health Centres (UHCs) as follows:

2. Government of India have launched National Urban Health Mission as a Sub-
Mission under the overarching umbrella of National Health Mission during the year
2013-14, with National Rural Health Mission (N.R.H.M.) being the other Sub-Mission.
The National Urban Health Mission will aim to improve the health status of the urban
population in general, but particularly of the poor and other disadvantaged sections by
facilitating equitable access to quality health care through a revamped public health
system, partnerships, community based mechanism with the active involvement of the
urban local bodies.

3. In the G.O. 1 st read above, Government of AP had accorded administrative
approval for establishment and operationalisation of Urban Health Cell in this State.
After implementation of National Urban Health Mission (NUHM) in the state, the fresh
contract agreements with the NGOs for the year 2014-15 and 2015-16 for operation of
Urban Health Centres (UHCs) was not entered into and the existing service delivery
with the NGOs is continued without and specific orders and payment is also made from
time to time. Currently there is no evaluation undertaken.

4. Government of India have approved upgradation of all existing 193 Urban Health
Centres as Urban Primary Health Centres in the ROP for the year 2014-15 and 2015-16.
Each Urban Primary Health Centre is provided with additional human resources
including Medical Officer, Staff Nurse, Lab-technician, Pharmacist, Ministerial Assistance,
Supporting staff to work in Urban Primary Health Centres (UPHC) and 5 ANMs provided
@ one Urban Primary Health Centres (UPHC) for providing community services.

5.  In order to implement the National Urban Health Mission (NUHM) guidelines and
to strengthen the Primary Health Centres (PHC) delivery in the urban areas for
facilitating equitable access to quality health care to the poor and other disadvantaged
sections, Government after careful examination the matter issue the following orders:-

(i)  The services of NGOs hereby dispensed (i.e. who are operating existing
Urban Health Centres (UHCs)) and the Commissioner of Health and
Family Welfare is permitted to undertake administrative control of those
Urban Health Centres (UHCs).

(ii)  The existing (193) UHCs is hereby upgraded as e-UPHCs with the staff
approved in ROP of the National Health Mission (N.H.M.) and provide
specialist services on tele-mode in a HUB and spoke model.

(iii)  Permission is accorded to the Commissioner of Health and Family Welfare
to call for an Request for Proposal (RFP) for identifying total service
provider for operation and maintenance of (193) e-UPHCs.

6.  The Commissioner of Health and Family Welfare, A.P., Hyderabad shall take
further action in the matter accordingly.
