ORDER:-
             According to the Andhra Pradesh Forest Subordinate Service Rules, 2000, issued
in the G.O. first read above, 55% of the vacancies in the category of Beat Officer shall be
filled by direct recruitment and 45% of the vacancies shall be filled by promotion of (i)
Assistant Beat Officer including Tanadars and (ii) Plantation Watchers, Bunglow
Watchers, Boat Sarang in the ratio of 8:1.

2. In the representation second read above, the President, Andhra Pradesh Junior
Forest Officers’ Association, has submitted that the Assistant Beat Officers are not
getting promotion even after completion of 10 to 18 years of service and requested to
enhance the quota of Assistant Beat Officer for promotion to the category of Forest Beat
Officer to a tune of 60% to do justice in favour of lower field category Assistant Beat
Officer.

3. In the letter fourth read above, the Principal Chief Conservator of Forests
(HoFF), Andhra Pradesh, has submitted a proposal to reduce the quota under
appointment by direct recruitment to the post of Forest Beat Officer from the existing
55% to 45% and requested the Government to amend the rules.

4. Government, after careful consideration of the report of the Principal Chief
Conservator of Forests (HoFF), Andhra Pradesh, have decided to amend the Andhra
Pradesh Forest Subordinate Service Rules, 2000 suitably.

5. Accordingly, the following notification will be published in an Extra-Ordinary
Issue of the Andhra Pradesh Gazette dated 06.12.2017.

NOTIFICATION

 In exercise of the powers conferred by the proviso to Article 309 of the
Constitution of India and of all other powers hereunto enabling, the Governor of
Andhra Pradesh, hereby makes the following amendment to the Andhra Pradesh Forest
Subordinate Service Rules, 2000, issued in G.O.Ms.No.88, Environment, Forests,
Science & Technology (For.IV) Department, dated 19th July, 2000 as subsequently
amended from time to time.

AMENDMENT

 In rule 3 of the said rules, for Note 2 (a) and (b), the following shall be
substituted, namely:-

(a): 45% of the vacancies in the category of Beat Officer shall be filled by direct
recruitment.

(b): The vacancies in the category of Beat Officers and other than those to be
filled by direct recruitment shall be filled by promotion of (i) Assistant Beat
Officer, including Tanadars and (ii) Plantation Watchers, Bunglow
Watchers, Boat Sarang in the ratio of 8 : 1.

ORDER:
        In the Andhra Pradesh Forest Service Rules, 1997, issued in the G.O. first read
above, the post of Range Officers including Research Assistant, Engineering Instructor,
Instructor, Wood Workshop Supervisor, Assistant Curator, Research Range Officer is
constituted in Class-A Category-3 of the said rules and the method of recruitment is (i)
by direct recruitment and (ii) by appointment by transfer of Deputy Range Officer. In
G.O. third read above, an amendment was issued to rule 3 of the said rules that (a) 45%
of the number of substantive vacancies shall be filled by Direct Recruitment; (b) 50% of
vacancies arising in the category (3) of Class-A i.e., Range Officer shall be filled by
appointment by transfer of Deputy Range Officer; and (c) 5% of the vacancies arising in
this category (3) Class-A i.e., Range Officer shall be filled by appointment by transfer of
eligible Draughtsman Grade-I (Technical Officer) of Class-I of the Andhra Pradesh
Forest Subordinate Service.

2. In the letter fourth read above, the Principal Chief Conservator of Forests
(HoFF), Andhra Pradesh has stated that the wording “vacancies arising” in Note 3 (b)
and (c) under Rule 3 of the said rules creating anomalies when total cadre strength and
its ratio under various quota are getting changed and proposed to amend the same to
substitute the words “vacancies arising” as “substantive vacancies”.

3. Government after careful consideration, have decided to accept the proposal of
the Principal Chief Conservator of Forests (HoFF) to amend the Rule 3 of the Andhra
Pradesh Forest Service Rules, 1997.

4. Accordingly, the following Notification will be published in the Andhra Pradesh
Gazette:

NOTIFICATION

 In rule 3 of the said rules, for “Note 3 (b) and (c)”, the following shall be
substituted namely:-

“(b): 50% of substantive vacancies in the category (3) of Class-A i.e.,
Range Officers shall be filled by appointment by transfer of Deputy Range
Officer; and

 (c): 5% of the substantive vacancies in the category (3) of Class-A i.e.,
Range Officer, shall be filled by appointment by transfer of eligible
Draughtsman Grade.I (Technical Officer) of Class.I of the Andhra
Pradesh Forest Subordinate Service.”
