ACUTE SHORTAGE OF FACULTIES IN HIGHER INSTITUTES

Will the Minister of HUMAN RESOURCE DEVELOPMENT be pleased to state:-

(a) whether all Indian Institutes of Technology (IITs), Indian Institutes of Information Technology (IIITs) and National Institutes of Technology (NITs) are facing acute shortage of faculities;

(b) if so, the details thereof and the reasons therefor;

(c) the details of sanctioned strength, actual strength and the vacancies of teaching staff in each of these institutes as on date, Institute-wise;

(d) whether the existing norms of teacher-student ratio are not scruplously followed and if so, the reasons therefor; and

(e) the steps taken by the Government to overcome the shortage of faculty in these institutes?
ANSWER
MINISTER OF STATE IN THE MINISTRY OF HUMAN RESOURCE DEVELOPMENT (PROF.(DR.) RAM SHANKAR KATHERIA)

(a) to (d) : The Institute-wise sanctioned strength, actual strength, vacancies of teaching staff and student-faculty ratio in Indian Institutes of Technology (IITs), Indian Institutes Information Technology (IIITs) is at Annexure-I and that of National Institutes of Technology (NITs) is at Annexure-II. As per existing norms, Student / Faculty ratio in IITs is 10:1 whereas in IIITs & NITs, it is 12 : 1.

(e) : Arising of vacancies and filling up thereof is a continuous process and the Institutes have been taking various initiatives to attract outstanding candidates for faculty positions. Some of these measures include year-round open advertisements, holding of selection committee meetings through video conferencing, invitation to alumni, scientists and faculty to reach out to potential candidates, advertisements in international journals, outstanding young faculty awards, etc. IITs also appoint NRIs and PIOs to the faculty positions on the same terms and conditions as those of the

regular faculty. Mobility of faculty from one Central Educational Institute to another has also been allowed from October, 2014. The Institutions are engaging contract, adjunct and visiting faculty as well as using the online mode of teaching to overcome these shortages. Faculty in NITs have also been given pay parity with faculty in IITs with a view to attract quality faculty. In addition, the salary limit for employment Visa to foreign faculty has been reduced from US$ 25,000 to US$ 14,000 with a view to enable foreign faculty to join IITs and NITs.
