Highlights India’s initiatives to promote safe, sustainable and efficient transport systems

Mysore and Mumbai ITS Projects give good results 

Minister of Urban Development Shri M.Venkaiah Naidu has said that the Government of India is undertaking concerted initiatives to contain ill effects of growing vehicular population in the country. Addressing the Ministerial Round Table at the World Congress on ‘Towards Intelligent Mobility –Better Use of Space’ being held at Bordeaux, France today, Shri Naidu gave a detailed account of the efforts being made in the country to promote Intelligent Transport Systems (ITS). Ministers from over 30 countries have attended the Round Table today.

Shri Naidu is attending the World Congress being organized by the French Government on the personal invitation of French Minister of Ecology, Sustainable Development and Energy Ms.Segelone Royal during her visit to India in June this year.

Shri Venkaiah Naidu informed that as a result of rapid increase in urban population in the country, vehicle fleet has grown @ 9% per year during the last decade, resulting in congestion, increase in travel time, air pollution and carbon emissions, particularly, in urban areas. He said that the Government is focusing on introduction of Intelligent Transport Systems (ITS) for traffic management and technological improvements in urban transport sector to reduce carbon emissions and pollution.

Referring to ITS Project being implemented in Mysore, Shri Naidu informed that it resulted in 23% reduction in accidents, 15% increase in ridership, reduction in requirement of 32 buses and reduction in carbon emissions by 6,000 tonnes per year. Similarly, ITS Project of Mumbai Metropolitan Regional Development Authority has resulted in improving travel speeds on various corridors by 14%, reduction in accidents by 19%, decline in energy consumption by 30%, saving of fuel by 1.8 million litres and decline in carbon emissions by 4,500 tonnes per year.

Shri Naidu also lauded the “Mumbai dabbawallahs” with 6 sigma quality using cycles for distributing lunch boxes in an environment friendly manner.

The Minister also informed that a Common Mobility Card which is EMV (Euro, Mater and Visa) based open loop card with a stored value specification was introduced recently and such a model has already been incorporated by Kochi Metro.

Ministry of Urban Development has provided financial assistance for procuring 25,000 buses in over 170 cities and these buses are pre-equipped with ITS features like GPS, passenger information system and CCTV cameras which improve travel experience of commuters.

Shri Naidu informed that the Smart City Mission seeks to promote citizen centric transport systems and application of ITS.

Two day Ideas Camp on Smart Cities from October 6

Mayors and Municipal Commissioners of 98 Mission Cities to participate 
            A two day Ideas Camp on various aspects of smart city development is being organized in New Delhi from October 6 to enable effective participation of the 98 cities included in the Smart City Mission in the second stage of City Challenge competition. This camp is being organized by Bloomberg Philanthropies, which is the knowledge partner of the Ministry of Urban Development for Smart City Mission.
            Being held as a hand holding exercise, the Ideas Camp enables a detailed discussion facilitating clarity of thought and action regarding  :
-How to set goals for a city?
-Cities for Citizens: Process of citizen engagement
-Understanding area based development
-Pan-city Sectors: Exploring smart city solutions
-Financing smart city projects
-Road safety, Using technology, Using MYGOV.In for citizen engagement etc.
            The Ideas Camp is being organized at  a time when the cities included in the Smart City Mission are set to begin preparation of city wise Smart City Plans which will be evaluated in the second stage of City Challenge competition based on a broad set of criteria for identifying the top ranking first 20 cities for financing during the current financial year. Others will be required to address the deficiencies identified before participating in the subsequent 2nd and 3rd rounds of competition wherein 40 cities will be selected for financing each year.
            Anthony Williams, former Mayor of Washington, Stephen Yarwood, former Lord Mayor of Adelaide, Australia, Brenton Caffin, Director of Innovation Skills, Nesta, Phillip Rode, Executive Director, LSE Cities, Adam Freed, Principal, Bloomberg Associates, Raghu Kesavan of World Bank, Sanjeev Sanyal, Global Strtegist, Deutsche Bank, Deepti Jain of IIT, Delhi, Rose Gill Hearn, former Commissioner of New York City’s Department of Investigation besides other experts will participate in the discussions.
            Mayors and Municipal Commissioners of all the 98 cities included in the Smart City Mission besides Principal Secretaries of Urban Development from States/UTs will also participate in the Ideas Camp.       Most of the Mission Cities have so far selected consultants for preparation of city-wise Smart City Plans.
