1. In the reference 8th
read
above, orders were issued to further continue the
“Apathbandhu” Scheme through the
District Collectors for one more year i.e., upto 31.03.2016 and releasing an
amount of Rs. 5,24,88,000/- (Rupees Five Crore Twenty four Lakh Eighty Eight
Thousand Only) to all the District Collectors for implementation of the Scheme
as per the guidelines issued in the reference 1st read above, based
on the number of pending cases in the district. The District Collectors were
authorized to draw the amount and arrange for disbursement of the same. The
released amount could not be drawn and utilized by the District Collectors, as
the authorization to Treasuries has not been issued.
2. Meanwhile, the Finance Department
have issued orders in the reference 7th read above,
streamlining the Financial
Management System by introducing Comprehensive Budget Release Order (CBRO ) and
dispensing the existing practice of issuing quarterly Budget Release Orders.
3. Accordingly, the Finance
Department have issued Comprehensive Budget Release
Order (CBRO) for an amount of Rs.10,49,83,000/-
under Apathbandhu Scheme in the reference 8th read above. The
budget allotted for 3rd quarter under the scheme is Rs.5,24,91,237/- (Rupees Five
Crores Twenty Four Lakhs Ninety One thousand Two Hundred and Thirty Seven only).
4. In view of the above, the
Government hereby revalidate and confirm the Budget
Distribution issued in the reference
8th cited duly releasing an amount of Rs. 5,24,88,000/-
(Rupees Five Crore Twenty four Lakh
Eighty Eight Thousand Only) to all the District
Collectors under Apathbandhu Scheme
from the 3rd quarter Budget released under CBRO.
5. The District Collectors in the
State are authorized to draw the amount sanctioned in para
(4) above and arrange for
disbursement of the same to the BPL families, in case of accidental death in
the family through transfer to bank account of the concerned by way of NEFT (National
Electron Funds Transfer) and utilize the funds for the purpose for which it is
sanctioned.
6. The District Collectors in the
State are directed to furnish the distribution particulars to the
Government as well as Director of
State Audit, A.P. Hyderabad and to furnish the
consolidated utilization
certificates for the amounts sanctioned now duly verified by the Andhra Pradesh
state Audit Authorities.
