Govt committed to ensure independence of CBI: Dr Jitendra Singh
Union Minister of State (Independent Charge) for
Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public
Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh has said that
the Government is committed to ensure the independence of CBI. Addressing the
valedictory function of the 21st Conference of CBI and Vigilance Bureaus as
chief guest, here today, Dr Jitendra Singh said the Government will provide an
environment which enables the officials of CBI and other intelligence bureaus
to discharge their duty with absolute professionalism and to the best of their
ability and potential.
Dr Jitendra Singh said, as the war against corruption, crime and terror assumes diverse proportions, the strategies and skills to be applied by the intelligence officials also call for constant update to meet the new challenges. In this regard, he referred to the decision to set up a state-of-the-art “Institute of Excellence in Investigation” as an upgraded and reincarnated version of India’s premier interrogation centre.
Reiterating the government’s resolve to fight against corruption, crime and terror with seriousness and sincerity, Dr Jitendra Singh referred to yesterday’s meeting of Union Cabinet which approved the fast track implementation of “Crimes and Criminals Tracking Network System” project by fixing the deadline of March 2017. He said that it was pertinent to mention that this project had been initiated by the UPA government in 2009 but failed to make the expected headway even after six years.
Quoting from the Prime Minister Shri Narendra Modi’s inaugural speech at the conference yesterday, Dr Jitendra Singh said, the present government’s priority to fight against corruption is evident from the fact that within days of being sworn in on May 26, 2014, an SIT (Special Investigation Team) was constituted to look into the issue of black money deposited in foreign banks.
Dr Jitendra Singh referred to important legislative Bills from the Department of Personnel & Training (DoPT) including “Prevention of Corruption Act” and “Whistleblowers Act” which were repeatedly listed during the last session of Parliament but could not be taken up because of the disruption of the House. We are determined to push forward these Bills once again in the forthcoming session of Parliament beginning 26th November, he added. Similarly, in case of Lokpal Bill, we hope that the Standing Committee will soon send its report so that the process can be carried forward, he said.
Earlier, Director CBI Shri Anil Sinha, enumerated several new plans that CBI has envisaged for the coming years to upgrade its infrastructure and technical know-how. On the occasion, meritorious intelligence officers were presented Indian Police Medals by Dr. Jitendra Singh.

Work hard and take people along to bring fundamental change
The Prime Minister, Shri Narendra Modi, held an
interactive session with young IAS officers of 2013 batch here today. These
officers have completed a three-month stint with the Government of India, as
Assistant Secretaries. This is the first ever batch of IAS Officers to commence
their career with a stint in the Central Government.
Addressing the officers, the Prime Minister exhorted them to make the best use of the first ten years of service, when they would be working in the field, and get an opportunity to contribute the most for the good of the people.
The Prime Minister said that very often their new ideas and vision may meet resistance from the older generation, but the way to move forward is by working hard, and taking people along. The key is to integrate people, he added.
All the 169 officers were designated and posted as Assistant Secretaries for the first time by the Government of India in various Ministries of the Central Government for three months w.e.f. August 31, 2015 after their Phase-II training in the Lal Bahadur Shastri National Academy of Administration, Mussorie.
The Officers had been assigned important desks related to Policy and Flagship Programmes of the concerned Ministries and Departments. They are being groomed by Principal Mentors at the level of Secretary and clubbed into four Clusters, namely Infrastructure Sector, Social Sector, Regulatory/Enabling/Support Sector and Economic/Commerce-related, as assigned by the Cabinet Secretary. Apart from the Desk work, the young officers have been visiting the Attached Officers besides undertaking field visits.
The officers gave presentations to the Prime Minister on six key themes, including MUDRA, Improving Government Communication, Citizen Centric Service Monitoring, Ek Bharat – Shreshtha Bharat, Soil Health Card scheme and National Mineral Exploration Policy.
Earlier, in his welcome address, Shri P.K. Sinha, Cabinet Secretary said that the novel departure made by imparting the young IAS Officers with initial exposure to Central Government functioning was inspired by the Prime Minister, who has also been routinely personally monitoring their progress. Shri Sinha said the IAS Officers in the initial years of their career learn the regional language of the State they are allotted cadre to and in a few years start belonging to that state, thus inculcating a unique sense of national integration. He said that the young officers have been exposed to various Flagship Programmes of the Central Government. They have been fully trained at the academy and exposed to the working of the Central Government as desired by the Prime Minister and are now ready to take over their assignments in their respective states, he added.
Shri Sanjay Kothari, Secretary, Department of Personnel and Training, in his address said that the young officers are fortunate to start their career with the Central Government as some of the officers miss this opportunity once they are posted in their cadre. He said it was first experience even for the DOPT which acted as Training Academy during this period of three months for these officers attached to different Ministries.
