Online Portal for Mid Day Meal Scheme (MDMS) Complaints 
The Government has launched the web-portals namely “mygov.in” and “pg.portal.gov.in” for online suggestions/complaints for all programmes and schemes of Government of India including Mid Day Meal Scheme. Further, Management Information System (MIS) for Mid Day Meal Scheme (MDMS) is in existence since June, 2012 and all the States / UTs including Jharkhand are making annual and monthly data entry into the portal on key indicators of the Scheme for online monitoring. In addition, the States / UTs have established Grievance Redressal Mechanism at various levels in their States including Jharkhand with a toll free number for addressing the grievances of stakeholders.

Quality Education in Madarsas 
The Ministry of Human Resource Development runs a scheme namely Scheme for Providing Quality Education in Madarsas (SPQEM) for providing financial assistance to encourage traditional institutions like Madarsas and Maktabs to introduce modern education through subjects such as Science, Mathematics, Social Studies, Hindi and English in their curriculum through support for a maximum of three teachers and books, teaching learning materials and computer labs. SPQEM seeks to bring about qualitative improvement in madrasas to enable children to attain standards comparable to the national education system in formal education subjects.

Only the Madarsas registered under Central or State Government acts or Madarsa Board or with Waqf Boards or National Institute of Open Schooling (NIOS) are eligible to apply for assistance under the Scheme for Providing Quality Education in Madarsas (SPQEM). Other Madarsas are not covered under the Scheme.

E-Pathshala 
As a part of the Digital India Campaign, the Ministry of HRD has launched ‘e-pathshala’ which is a single point repository of e-resources containing, NCERT text-books and various other learning resources.

CBSE prescribes textbooks published by National Council of Educational Research and Training (NCERT) for classes IX to XII. For classes I to VIII, CBSE although approves syllabus as per pattern of syllabus given by NCERT, it does not prescribe any textbooks for these classes. The National Curriculum Framework, 2005 (NCF) stipulates that region specific books take care of the local context, culture and resources and therefore different books for different regions better relate to the daily lives of the local students. CBSE has directed all its affiliated schools on July 20th, 2015 that prescribing too many textbooks and coercing parents and children to buy them is an unhealthy practice and appropriate action will be taken against the erring schools if any such complaint is received. As regards schools forcing students/parents to buy books from private publishers of their choice, Central Board of Secondary Education (CBSE) has not received any substantiated report in this regard.

Jan Shikshan Sansthans 
The criterion for choosing Non-Governmental Organisations (NGOs) to run Jan Shikshan Sansthan are as under:-

(i) Proposals for opening of new JSSs be invited through open Advertisement.

(ii) Tata Institute of Social Sciences (TISS), Mumbai will be engaged as Expert agency for handling applications for new JSSs.

(iii) The organisation should be registered for a minimum period of 3 (three) years;

(iv) The organisation should have a proper Constitution, Memorandum or Articles of Association;

(v) The organisation should have a properly constituted Managing/governing Body with its powers and duties clearly defined in its Constitution.

(vi) The organisation should have experience in the field of formal/non-formal education, adult education, vocational training, rural development and community development;

(vii) The organisation should be financially sound and should have an annual turnover of at least Rs. 50 lakh in each of the three preceding financial years;

(viii) The organisation should not have been blacklisted by the Central Government or any State Government/UT Administration.

Desirable criteria:

• Applicants who have received awards from reputed organisations should be given preference in Evaluation/Selection.

However, no JSS has been sanctioned so far on the basis of the above criteria.

No Excess Fee to be Charged by Institutions 
There is competition among students due to limited seats in government and reputed private institutions as compared to the number of applications received. Overall there is surplus capacity in the engineering sector with 8,44,328 seats remaining vacant in 2014-15.

Some instances of taking excess fee have come to the notice of All India Council of Technical Education (AICTE). It has called upon students, parents and the general public not to pay any capitation fee or any other fee other than that mentioned in the Prospectus of the institutions for consideration of admission through advertisement/public notice from time to time. Aggrieved students/parents can send their complaint to Grievance Redressal Committee of the Institution and, if not satisfied with the decision of the Committee, they can send an appeal to the Ombudsman. The Srikrishna Committee setup by AICTE has not recommended charging of capitation fee except tuition and development fee. Any institution reported to be charging capitation fee shall be liable for punitive action including withdrawal of approval under the Approval Process Hand Book.

Connecting Madarsa to Sarva Shiksha Abhiyan 
Madarsas/Makatabs which are affiliated to the State Boards of Secondary Education/State Madarsa Boards and are desirous of introducing the State curriculum, are eligible for grant for textbooks, in-service teacher training, school grant and teacher grant under Sarva Shiksha Abhiyan (SSA).

In the year 2013-14, Rs. 200.00 crores was allocated for Scheme for Providing Quality Education in Madarsas (SPQEM), out of which Rs. 182.73 crores was released.

From 2014-15 onwards, grants-in-aid in respect of both SPQEM and Infrastructure Development in Minority Institutions (IDMI) Schemes is being released under the Head – Scheme for Providing Education to Madarsas and Minorities (SPEMM).

An amount of Rs. 375.00 crore (including Rs. 100.00 crore for modernization of Madarsas) was allocated for both the schemes, (SPQEM and IDMI) during 2014-15. Out of this, an amount of Rs. 107.83 crore was released for 11654 Madarsas.

Both SPQEM and IDMI are demand driven schemes and the Central Government releases the funds to the State Government on receipt of eligible proposals from them. The State Government further releases the funds to the concerned madarsas and obtains utilization certificates of the same, without which funds for next year are not released.

A National Workshop was held on October 09th, 2015 to create awareness amongst all stakeholders on the norms of the SPQEM and all States/UTs have been sensitized on the manner of sending the proposals, so that the scheme can be run effectively throughout the country and maximum benefits can reach the Madarsas. Another preliminary meeting to discuss the proposals received from the States relating to SPQEM scheme before the Central Grants-in-aid Committee meeting has been scheduled in the last week of December, 2015.

Exchange of Faculty 
University Grants Commission (UGC) has a scheme of ‘Joint Appointment for Exchange of Human Resources’ between universities and other Institutions/Organizations. The objective of the scheme is to improve the academic environment in the university system by promoting collaboration and formal linkages with other universities, national laboratories, institutes of national importance and industrial research & development laboratories in all branches of knowledge through programme of teaching, training and research and to encourage non university institutions to benefit from the expertise in the university system.

The Ministry of Human Resource Development has launched the Global Initiative of Academic Networks (GIAN) to bring in foreign academicians to teach courses in Government Institutions of higher learning. Each teaching module is a one week (12 to 14 hours) or two week (24 to 28 hours) course which is taught by a faculty from abroad in an Indian academic Institution, sometimes jointly with the Indian host faculty. Till now 352 Courses with foreign experts from about 38 countries are either approved or under approval and others are in the process of review.
