ORDER:
Rule 90 of Andhra Pradesh Civil Services (TA) Rules, 1996
pertains to Special Rules for High Officials as detailed in Annexure – V to the
said Rules.Part – II therein deals with Travelling Allowances and other
allowances like dailyallowance and mileage allowance etc. are admissible to the
Ministers when theyperform tours on official purposes and also journeys
performed for assumption and relinquishment of office.
2. Rule – 5 under Part – II in Annexure – V of Andhra
Pradesh Civil Services (TA) Rules, 1996 states that “A Minister may draw Daily
Allowance at the rate of Rs.150/- for his absence of every 24 hours in
connection with his tours either within the State or outside the State”. Rule –
10 (a) under Part – II of Annexure – V of Andhra Pradesh Civil Services (TA)
Rules, 1996 stipulates that “the T.A. Rules applicable to Government employees
are applicable to the journeys made by the Ministers on tour, in so far as they
are not inconsistent with any of the above rules”.
3. Rule – 19 (a) to (c) under Part – II of Annexure – V of
Andhra Pradesh Civil Services (TA) Rules, 1996 prescribes the rates of Mileage
that a Minister may draw when the journey performed by the road. The rates
prescribed therein are Rs.3.50 ps per K.M. for Petrol driven vehicles and
Rs.1.50 ps per K.M. for Diesel driven vehicles. According to Rule 13 (a) under
Annexure – VI of Andhra Pradesh Civil Services (TA) Rules, 1996 the
non-official members of Government committees, who are not Members of the
Legislative Assembly are entitled to the payment of Travelling Allowance and
Daily Allowance, reimbursement of lodging charges and Mileage Allowance as per
the rates applicable to the Government officers belonging to Grade – I in
Annexure – 1 to these rules.
4. In the reference first to eighth read above, the
Mileage Allowance and Daily Allowance has been enhanced from time to time to
the Ministers and their equal ranks.
5. In the reference Ninth read above, the General
Administration (SR) Department has requested to examine the proposal for
enhancement of Allowances payable to the Ministers and their equal ranks with
reference to the latest orders on the subject.
6. Government after careful examination of the proposal,
hereby issue the following orders:
(i) Keeping in view the enhancement of rates of petrol
and diesel and consequent increase in the cost of maintenance, the rates of
Mileage Allowance now being paid to the Hon’ble Ministers and their equal ranks
are enhanced from Rs.10/- per K.M. to Rs.20/- per K.M. for Petrol driven
vehicles and proportionately from Rs.6/- per K.M. to Rs.12/- per K.M. to Diesel
driven vehicles.
(ii) The Daily Allowance now payable to the Hon’ble
Ministers and their equal ranks as applicable under Rule – 5 of Part – II
relating to Ministers Andhra Pradesh Civil Services (TA) Rules, 1996 is enhanced
from Rs.300/- per day to Rs.1,000/- per day within the
State and from Rs.800/- per day to Rs.1,500/- per day for
outside the State.
(iii) To permit the Spouse of Minister to travel by Air
along with Minister in the same class within the State.
(iv) Other provisions in this regard remain unchanged.
7. The claims already settled otherwise need not be
reopened. Claims which are not preferred but are pending, shall be admitted
into audit in accordance with these orders.
8. These orders shall come into force with effect from the
date of issue of this order.
9. Necessary amendments to the A.P. Civil Services (TA)
Rules, 1996 will be issued separately.
