ORDER:-
During the Secretaries Conference, Secretaries have requested for restructuring of the existing Staffing pattern in the departments. It was suggested that a Secretaries Committee with Principal Finance Secretary as Member- Convenor with Secretaries of the departments with relatively higher employees’ strength may be constituted who will study the existing staffing pattern of the departments and
submit a report to the Government.


2. Accordingly Government hereby constitute a Committee with the following Members:


1) Chief Commissioner of Land Administration : Chairman
2) Principal Finance Secretary (SMPC) : Member-Convenor
3) Prl. Secretary, Home/Director General of Police : Member
4) Prl. Secretary, School Education : Member
5) Prl. Secretary, Panchayat Raj : Member
6) Prl. Secretary, MA&UD : Member
7) Prl. Secretary, Social Welfare : Member
8) Prl. Secretary, Agri. Marktg & Cooperation : Member
9) Prl. Secretary, Forest/Head of Forests Force : Member
10) Prl. Secretary, Medical &Health : Member 


3. The Committee shall look in to the following points and suggest for restructuring of staffing pattern of department:

a) Some of the unit/organization within the department the scope and role of the certain units/organizations would have undergone change. The policy, priority, requirement focus and outlook of Government also would have changed. There
may also be need to strengthen some units in the  organizations, down-size certain units assigned some new functions and responsibilities to the existing organization. The necessity of creation of some new organization.


b) Staff restructuring of the department shall not be constituted as on exercise for creation of any additional posts organization, suppression of some posts in one department and creating equivalent number of posts in another  department by redeploying services manpower from one department to another department. The objective of exercise is not creation of any additional nor a exercise of down-sizing the department.


c) Certain category of posts might not be relevant due to administrative and technological changes. The Committee shall identify such category of posts and advice for gradual phasing out these posts and stop further recruitment. The
qualification, experience and skill set of the these personnel may be studied and they can be accommodated in suitable equivalent category of the posts within the department in such a way not determental to their existing promotional
prospects.


4. The above suggested role of the Committee are only suggestive and the Committee is at liberty and freedom to consider any other matter which it feels appropriate and relevant to the entire restructuring exercise. The Committee shall interact with the administrative department Secretaries and if necessary, with the Head of Departments/ Head of the organization of the Administrative Department. 


5. Convenor of Committee is requested to furnish the Committee report within a period of 3 months.
