 Read Order:-

 MCR HRD Institute is the training centre for all the Officers and Public functionaries of the United State of Andhra Pradesh. This is a Society Registered under the Societies Registration Act, under the Andhra Pradesh State and rightfully should have been a united Institution Jointly Managed for training the personnel of both the States.
This has been included under Schedule – X Institutions under the Andhra Pradesh Reorganization Act, 2014. The Telangana Government has unilaterally taking advantage of its location, has taken over this institution and the matter is being agitated in the Court of Law by Government of Andhra Pradesh.

2 Though, Government of Andhra Pradesh is willing for Joint
Management of this Institution and for making use of its services Jointly by both the State Governments, Government of Telangana has refused to make available these services on mutually agreed basis and informed that the services would only be made available to the State Government of Andhra Pradesh on the terms and conditions as decided by State
Government of Telangana, provided Andhra Pradesh Government is willing to enter into an Agreement on those lines. 

3 Andhra Pradesh Government is not prepared to accept the
conditions, unilaterally decided by one State Government for utilizing the services of this Institution and would like to have a Joint Management and Joint Administration of this Institution for making available the training facilities.

4 Since Government of Telangana is not prepared to accept this contention and as Government of India is yet to decide on the mode of sharing of this asset by both the States and as an SLP on Schedule X Institutions is pending before Government of India without prejudice to the stand of Andhra Pradesh Government in any of this Fora, it is
decided to establish a separate Training Institution for training the functionaries of the Andhra Pradesh at the new capital region, since the regular training and reorientation of public functionaries is adversely affected due to the above position taken by Telangana Government.

5 Keeping this in view, the State Government of Andhra Pradesh has decided to start a separate HRD Institution at the new capital region and decided to appoint Sri D.Chakrapani, IAS (Retd) as Director General, Institute with a monthly remuneration of Rs.1.5 lakhs. The appointment
will be on tenure basis for tenure of three (3) years. He is directed to set up the institution in the new capital region and undertake all the preparatory steps like identifying suitable infrastructure and personals etc to run the institute. 

6 Government of Andhra Pradesh, have provided budget
under M.J.H.2070, M.H. 003 TRAINING, 7 With a budget of Rs.3,95.89 lakhs for the Financial Year 2015-16.

The expenditure of Andhra Pradesh HRD Institute shall be met from the above budget already made.
